More than Rs.11 million has been donated so far via GovPay to the Disaster Relief Fund established by the Finance Ministry, after the destruction faced by Cyclone Ditwah.
As of December 12, 2025, a total of 850 donations amounting to Rs.11,712,666 had been collected via the government’s digital payment platform.
The donations to the Disaster Relief Fund can be made via the commercial banks and authorised fintech applications connected to GovPay. The full detailed list of banks and fintech apps can be found on GovPay’s official website (govpay.lk).
This mechanism is open for anyone to use to make instant donations at any time and the donated funds are credited to the fund in real-time. The website also has instructions on how to donate to the Disaster Relief Fund via GovPay.
Launched in February this year, GovPay’s objectives include enhancing convenience for citizens and businesses, improving government revenue collection and transparency, promoting digital transformation and e-governance, boosting efficiency and reducing administrative costs and ensuring secure and reliable transactions.
So far, 63,884 transactions worth Rs.1,940,554,299 have been made through the platform.
Initially, 16 government institutions were integrated into GovPay and citizens and businesses were able to securely and conveniently make payments for government-related transactions, such as taxes, fines, utility bills, educational fees and other service charges, through banks and digital wallets.
GovPay is a collaborative initiative led by Sri Lanka’s Information and Communication Technology Agency and LankaPay, the country’s national payment network, operating under the purview of the Central Bank.
Supported by the Digital Economy Ministry, the platform aims to modernise revenue collection processes, ensuring enhanced control, accuracy, security and transparency in government financial transactions.
This aligns with Sri Lanka’s plans for digital transformation, to enhance e-governance by streamlining financial transactions with government institutions.
Currently 215 organisations can be accessed on GovPay, including the Sri Lanka Airport and Aviation Services, Apeksha Cancer Hospital, Central Environmental Authority, Department of Ayurveda, National Gem and Jewellery Authority, Telecommunication Regulatory Commission of Sri Lanka, Sri Lanka Tea Board, University of Colombo, several district secretariats, pradeshiya sabha offices and other government agencies.
Interested government organisations must complete and submit the registration form, providing detailed information about the organisation and its services to connect with GovPay. The organisation is also required to enter into a formal agreement with LankaPay.
Within the next six months, more government agencies, universities, divisional secretariats, municipal councils and public offices will be added to the platform.
